Singapore visa for UAE residents: apply from Dubai

Applying from Dubai or Abu Dhabi starts with the passport you will use for the trip. UAE ordinary passport holders do not need a Singapore visa for a business or social visit, while UAE residents travelling on an Egyptian, Indian, Pakistani, Bangladeshi, Russian or another visa-required passport still need the entry visa before travel. ICA also lists a temporary passport issued by the UAE as visa-required. The passport or travel document, not the UAE residence permit, decides the visa rule.

Start with the passport or travel document you will use to enter Singapore. Check ICA's visa-required list, including its separate rules for temporary and refugee travel documents. If your document requires a visa, arrange an entry-visa application before travel. If it does not, do not buy Form 14A help just because you live in the UAE; you may still need the free SG Arrival Card and must meet normal entry requirements.

If you hold more than one passport, the relevant document is the one you will present to the airline and to Singapore immigration. Do not plan around a visa-free passport and then present a visa-required passport at the airport; the application, ticket and SG Arrival Card should all use the same document.

A Pakistani passport holder living in Dubai or Abu Dhabi still needs a Singapore entry visa for a social or business visit. UAE residence does not change the passport rule. ICA's Pakistan instructions list a signed Form 14A, a recent photo, the passport biodata page and a Form V39A Letter of Introduction; ICA may ask for other documents. Where you file matters. The Singapore Consulate-General in Dubai directs applicants to its appointed processing agents. The Singapore Embassy in Abu Dhabi does not accept visa applications at its counter; a Singapore local contact with the required access can apply through ICA SAVE, or you can use the Embassy's appointed agent. Check the current Mission instructions for your place of application before paying for document preparation.

An Indian ordinary passport holder needs an entry visa for a short social or business visit even when resident in the UAE. ICA lists Form 14A, a recent photo and the passport biodata page; it may request Form V39A or other evidence case by case. Use the Indian passport guide for that document route, then follow the Dubai or Abu Dhabi Mission procedure for where you actually file.

A Bangladeshi ordinary passport holder also needs a visa, but ICA lists a completed Form V39A among the required documents for that passport route. The Bangladeshi passport guide explains the LOI and supporting records. A UAE residence permit does not remove the LOI requirement or make an Embassy counter accept applications.

First check the passport against ICA's visa-required list. If a visa is required, prepare Form 14A, the passport biodata page, a compliant photo and the supporting documents for that passport route. UAE residence does not create a separate visa category, and VisatoSingapore will not sell Form 14A help for a visa-free ordinary passport.

Choose the plan after you know who can file. With the US$29 Form 14A package, we e-mail the checked file to your own eligible Singapore contact or visa agency; they submit it. The US$49 Form V39A plan also prepares a letter for a qualified signer, but you or your permitted filer still submit. Eligible US$149 Full support includes our filing through a confirmed route and ICA's processing fee.

If you use a Dubai Mission-appointed agent, that agent collects the official processing charge and its own service fee. Our document-preparation price does not replace either payment; confirm the agent's current instructions before buying a non-filing plan.

ICA's passport-specific pages identify the core records: signed Form 14A, a recent photograph and the passport biodata page. The extra requirements differ. ICA lists Form V39A for Pakistani and Bangladeshi travel documents, while it may request that letter for an Indian application case by case. Check the page for your actual passport and the receiving Mission's instructions. Travel bookings, funds or employment evidence are supporting records if requested, not a universal ICA checklist. UAE residence proof or Emirates ID may establish where you live when the filing route asks for it; neither changes visa eligibility.

Before submission, match your name and passport number across Form 14A, the passport, travel bookings and any supporting records requested for your route. If a local contact signs a Letter of Introduction, confirm that the signer meets ICA's requirements. Resolve a mismatch before filing rather than attaching an unrelated salary letter or hotel booking as a substitute.

Three travellers can leave Dubai on the same flight and face different visa rules. An ordinary UAE passport holder does not need a visa for a business or social visit. An Indian ordinary passport holder still needs a Singapore entry visa despite a UAE residence card. Someone travelling on a temporary passport issued by the UAE also needs a visa; ICA lists Form V39A among that document's application requirements.

For the temporary passport, check ICA's current rules for who may sign the Letter of Introduction. A hotel address or UAE residence card does not turn into a qualifying local contact. Pakistani and Bangladeshi ordinary passport holders living in the UAE should likewise check their own ICA country instructions before choosing a filing route.

An Egyptian ordinary-passport holder living in Abu Dhabi still needs a Singapore entry visa for a social or business visit. UAE residence does not change ICA's Egypt passport rule. ICA exempts Egyptian diplomatic passports, so check the actual travel document before applying. Residence affects where you can arrange submission. For the Abu Dhabi Embassy's route, the Embassy does not accept visa applications at its counter. An eligible Singapore local contact may submit through ICA SAVE, or an applicant may use the Embassy's appointed visa agent. Check that official Abu Dhabi procedure before paying for preparation; Dubai's Consulate publishes a separate local route.

Do UAE residents need a Singapore visa? Residence alone does not answer it. Check the passport or travel document you will present to the airline against ICA's current list before buying Form 14A help.

Can you apply from Dubai or Abu Dhabi? Dubai's Consulate publishes an appointed-agent route. In Abu Dhabi, the Embassy says it does not accept visa applications directly: use an eligible Singapore local contact through ICA SAVE or its appointed agent. Check the instructions for your place of application before choosing a service.

Is SG Arrival Card enough for UAE residents? No. SG Arrival Card is a free arrival declaration, not a visa. A UAE resident with a visa-required passport may need both the pre-travel entry visa and the free SG Arrival Card when clearing Singapore immigration.

Does a UAE temporary passport need a visa? ICA lists a temporary passport issued by the United Arab Emirates among travel documents that require a valid Singapore visa. Verify the live ICA page before travel, especially if the document is not an ordinary UAE passport.

Our Form 14A package costs US$29 and the eligible Form V39A letter package costs US$49. In both cases your permitted filer submits, and the official charge is separate. Eligible Full support costs US$149 when we file through a confirmed route; ICA's S$30 processing fee is included in that plan.

The Dubai Consulate currently lists a processing fee equal to S$30 in local currency plus an AED 65 service fee charged by its appointed agents for each visa. Ask the agent to confirm the current total before paying. The agent's charge is not part of our US$29 or US$49 document-preparation packages. SG Arrival Card remains free.
