Applying from Dubai or Abu Dhabi starts with the passport you will use for the trip. UAE ordinary passport holders do not need a Singapore visa for a business or social visit, while UAE residents travelling on an Indian, Pakistani, Bangladeshi, Russian or another visa-required passport still need the entry visa before travel. ICA also lists a temporary passport issued by the UAE as visa-required. The passport or travel document, not the UAE residence permit, decides the visa rule.

UAE residence does not replace passport nationality
Start with the passport or travel document you will use to enter Singapore. If that document appears on ICA's visa-required list, prepare the Form 14A entry-visa route before travel. If it does not, do not buy a Form 14A service just because a travel agency uses the phrase Singapore visa; you may still need the free SG Arrival Card and must meet normal entry requirements.
If you hold more than one passport, the relevant document is the one you will present to the airline and to Singapore immigration. Do not plan around a visa-free passport and then present a visa-required passport at the airport; the application, ticket and SG Arrival Card should all use the same document.

Singapore visa requirements for UAE residents
A typical application includes Form 14A in English, the passport biodata page, a current passport-style photo, travel dates, accommodation or host details, funds or employment evidence, and any Letter of Introduction or local-contact document required for that passport route. UAE residence proof or Emirates ID may help explain where you live, but it does not replace the passport rule.
Check the details line by line. Common problems include a shortened name on Emirates ID, a mistyped passport number, a hotel booking that does not cover the stay, a salary letter that conflicts with bank evidence, or a local contact who cannot be reached. The passport, residence evidence, work details and itinerary should agree.
Singapore visa from Dubai for Indian, Pakistani and Bangladeshi passport holders
The answer is the same for Indian, Pakistani and Bangladeshi passport holders living in the UAE: residence explains where the application starts, but the passport decides whether a visa is required. If it is, prepare the entry-visa application even after many years of UAE residence.
UAE residents: passport and filing route
Do UAE residents need a Singapore visa? Sometimes. UAE residence alone is not the rule; the passport or travel document used for the trip is the rule. A visa-required passport still needs the entry-visa route before travel, while a visa-free ordinary passport should not buy Form 14A help just because the traveller lives in the UAE.
To apply from Dubai, treat Dubai as the residence and filing context, then check the passport used for travel. If that passport is visa-required, prepare Form 14A and use a permitted filing route. If it is visa-free, do not buy Form 14A solely because you live in Dubai.
Can you apply from Dubai or Abu Dhabi? Usually the practical route question is where the file can be prepared, paid for and submitted through a permitted channel. If there is no Singapore local contact with Singpass or Corppass, ICA points applicants toward an authorised visa agent appointed by a Singapore Overseas Mission or the nearest Singapore Overseas Mission.
Is SG Arrival Card enough for UAE residents? No. SG Arrival Card is a free arrival declaration, not a visa. A UAE resident with a visa-required passport may need both the pre-travel entry visa and the free SG Arrival Card when clearing Singapore immigration.
Does a UAE temporary passport need a visa? ICA lists a temporary passport issued by the United Arab Emirates among travel documents that require a valid Singapore visa. Verify the live ICA page before travel, especially if the document is not an ordinary UAE passport.
