Yes. ICA lists Pakistan among the travel documents whose holders need a Singapore entry visa before travel. There is no visa on arrival for this route. An approved e-Visa lets you travel to Singapore and seek entry, but ICA still makes the admission decision at the checkpoint.

Check the date of the visa rejection. ICA accepts appeals through its enquiry form within one month. Ask the original filer about the required documents and the Singapore local contact's role. ICA does not disclose refusal reasons; if you apply again, correct verifiable errors without assuming a mandatory waiting period or a known cause.
If ICA approves the application, ask the submitting local contact, strategic partner or authorised visa agent for the e-Visa copy. ICA's Pakistan visa page says these parties can print it through the e-Service. If a Singapore Overseas Mission handled your application, follow that mission's collection instructions.
Pending is not approval. ICA's public enquiry may also show 'Request for Documents'. Contact the party that filed your application to supply what ICA asks for through the same route, and wait for the official result before treating the visa as issued.
