Singapore visa without local contact: Form V39A, LOI and sponsor options

Yes, where the official route for your passport and filing location allows it. ICA's official application FAQ confirms the route. If you do not have an eligible local contact with Singpass or Corppass, you may apply through an authorised visa agent appointed by a Singapore Overseas Mission or through the nearest Singapore Overseas Mission. Not having your own contact is not a universal waiver, so confirm the permitted route before preparing Form 14A.

Keep three things separate: your accommodation address, any local-contact or Form V39A requirement, and the party permitted to submit the application. A hotel booking can support where you will stay, but it does not become a sponsor, Form V39A signer or filing channel.

Form V39A is the Letter of Introduction for Visa Application. It is also called an LOI, sponsor letter or local-contact letter. ICA's India page says Form V39A / LOI may be required case by case, while Pakistan, Bangladesh and Nigeria country pages list a completed Form V39A / LOI as part of the document set for business or social visits.

The letter tells ICA who is introducing the applicant, their relationship and the purpose of the trip. It supports the visa application; it is not the visa itself. The person paying for the holiday is not automatically the eligible local contact. Do not treat V39A as a blank template that anyone can sign.

A holiday is a social visit for this purpose. Staying in a hotel does not make a required LOI disappear. Check the passport-specific document list and the instructions for where you will apply, rather than assuming V39A is only for business travellers or people visiting family.

For example, an Indian traveller planning a hotel holiday should not assume an LOI is always compulsory: ICA lists it as possible additional evidence. A Nigerian traveller planning the same holiday should prepare for the listed LOI requirement and confirm an acceptable issuer. These examples explain the difference; they are not individual eligibility decisions.

Not for every applicant. The document list varies by passport and submission route. India uses case-by-case wording, while the Pakistan, Bangladesh and Nigeria pages list Form V39A / LOI for business or social visits. Use the live ICA country page and the relevant Singapore Overseas Mission instructions for your filing location.

If the current route requires Form V39A / LOI, it needs a genuine eligible issuer. Leaving it blank, borrowing a contact or listing a hotel as the sponsor is not a workaround.

Can you apply for a Singapore visa online without a local contact? The process may be online, but ICA SAVE is role-based rather than an open self-filing portal for every traveller. Its entry-visa routes identify a local contact, authorised visa agent or strategic partner as the submitter. If you do not have an eligible local contact, follow the Mission-appointed agent or Singapore Overseas Mission route available for your passport and place of application.

A local contact with Singpass or Corppass can use ICA's visa e-Service to submit the application; ICA does not accept visa applications at immigration counters. The traveller still needs truthful Form 14A details and supporting documents that match the passport, trip, accommodation and purpose. If no eligible local contact is available, follow the Mission-appointed authorised visa agent or nearest Singapore Overseas Mission route. ICA decides the visa application and entry.

Where the route asks for one, the local contact is generally a Singapore citizen or permanent resident who is at least 21 and has Singpass. For a business visit, the contact acts for the Singapore-registered business. Some Mission instructions may also accept an Embassy-issued LOI when the applicant cannot obtain one from a local contact, so check the exact country route rather than assuming the exception applies everywhere.

A confirmed hotel booking is useful evidence of where you will stay, but it is not the same as a Singapore local contact or a permitted strategic-partner, authorised-agent, Mission or local-contact route submitting the application. If your passport needs a Singapore entry visa and you have no host with SingPass/Corppass, check the current ICA and Singapore Overseas Mission process before assuming you can file everything alone.

Use the current ICA PDF linked under Sources. Check the letter date, applicant's passport name, country/place, passport number, place of embarkation, visit purpose and relationship to the introducer. Embarkation means the country/place you depart from for Singapore, not automatically your nationality.

The individual-contact block asks for the contact's name, NRIC, address, phone, email and signature. The company block asks for the representative's identity and capacity, company name/address, UEN, contact details and signature. Complete the block for the genuine issuer. You can supply your traveller details, but must not sign for the introducer. Ask the issuer to check and sign their own information; do not post their identity details publicly.

Suppose you plan a five-day holiday, will stay at a hotel, and have an eligible friend in Singapore who agrees to introduce you. Describe the actual holiday and the relationship as friend, if that is true. Your hotel remains your accommodation in the trip documents; your friend's details identify the introducer. Do not describe the friend as a relative or their home as your accommodation merely to make the form look stronger.

If you know nobody in Singapore, copying this example does not create a contact. Follow the no-contact route below. This example explains how the documents fit together; it is not a completed letter for submission.

Form 14A records the visa applicant's information. Form V39A is the introduction supporting that application when required. Your own cover letter explains circumstances, such as who pays or why the itinerary looks unusual; it does not replace a required introducer's letter. A hotel reservation is evidence of accommodation.

SG Arrival Card is the separate, free arrival declaration. Completing it does not provide a V39A, submit a visa application or remove a visa requirement. Keep it separate when choosing help with documents.

ICA's e-Service FAQ says hardcopies of Form 14A and V39A are not required unless ICA requests them. That is a rule about submission format, not permission to omit accurate information or an eligible local contact. An overseas filing office may have its own document-collection instructions.

Ask the actual submitter whether they need the signed PDF, a scan, an original or the details entered electronically for your case. If ICA requests a document after submission, follow that request through the existing application. Do not start a duplicate application simply because you have received a document request.

A local contact supplies genuine Singapore-side contact details and may sign Form V39A where the route requires it. An authorised visa agent is appointed by a Singapore Overseas Mission to receive or submit applications in a particular market. A Singapore Overseas Mission is the official government channel abroad. These roles are not interchangeable, and none of them can guarantee ICA approval.

Whichever route applies, Form 14A, the passport, accommodation, travel dates and any LOI should tell the same factual story. The submitter helps use the permitted channel; ICA decides the application.

Identify your passport nationality, where you legally live and will apply, the actual visit purpose, and who requested V39A. Ask the permitted filer: is an LOI required for this case, who may issue it, what format is accepted, and who will submit the visa application? Get those answers before choosing paid preparation or filing support.

Where the official instructions permit an Embassy-issued LOI, ask your own country's Embassy about issuing the letter. The Singapore Overseas Mission handles the visa route; do not assume it will write your introduction. ICA's Nigeria instructions expressly allow an Embassy-issued LOI when you cannot obtain one from a local contact, but issuance and acceptance still need to be confirmed for your case.

Avoid borrowed names, random addresses, unverifiable phone numbers or a person who does not know they are being listed. If ICA cannot reconcile the contact with the rest of the trip, the application can be delayed or refused, and false information can create problems beyond this one trip.
