
Hotel booking vs local sponsor for a Singapore visa
Short answer
A hotel booking proves where you plan to stay; it does not become a Singapore sponsor, Form V39A/LOI or a permitted filing route. Check those three jobs separately for the passport and country-of-residence route you use.

The short answer: a hotel booking can support where you will stay, but it is not automatically a Singapore local sponsor or a permitted filing route. A real local sponsor or local contact is a person or company connected to the application and able to support the route ICA or the Singapore Overseas Mission requires.
Before collecting documents, answer three different questions: where will the traveller stay, does this passport's route ask for a local contact or Form V39A/LOI, and who is permitted to submit the application? One document can support more than one fact, but it does not merge those legal and practical roles.
Decision 1: what does the hotel booking prove?
A genuine booking supports the planned Singapore address and dates. The traveller's name, check-in and check-out dates and declared itinerary should be compatible with Form 14A and the rest of the evidence. If several hotels cover the trip, the application should not present only one address as though it covered every night.
A refundable reservation can still be genuine, but it must represent the current plan when submitted. If the booking is cancelled or the address changes, follow the filing party's instructions for correcting the case. Do not preserve a cancelled reservation merely because it looks stronger on paper.
Decision 2: does this route ask for Form V39A or an LOI?
The answer is country-specific. ICA's India page describes Form V39A/LOI as additional supporting material that may be requested case by case. ICA's Pakistan, Bangladesh and Nigeria pages list a completed Form V39A/LOI within their document sets. A checklist copied from an Indian application therefore does not settle a Pakistani, Bangladeshi or Nigerian case.

Where the route asks for V39A or an LOI, use a genuine person or business that fits ICA's current instructions and can confirm the stated relationship and purpose. A hotel front desk, a reservation platform or an address found online does not become that contact merely because it is in Singapore.
Decision 3: who is allowed to submit?
A local contact who can support the visit is not automatically the only possible submitter, and a person who submits through an official route is not automatically the traveller's host. ICA, a Singapore Overseas Mission or its authorised-agent instructions determine the accepted filing channel for the passport and place of application.
Ask any service to identify the official route it uses and who actually submits. Do not pay for an anonymous 'sponsor package' that cannot explain the relationship, the V39A details and the permitted filing channel without changing the facts of the trip.
Worked example: tourist staying at a hotel
An Indian traveller plans a short holiday, has a real hotel reservation and no personal host in Singapore. The reservation supports accommodation. It does not by itself create a V39A or local-contact relationship. Because ICA describes V39A as case-specific for the India route, the traveller should follow the live filing instructions and provide it only when the route or reviewing party asks for it.
If that traveller uses a Mission-appointed authorised-agent route, the authorised agent's role concerns submission. The agent is not the hotel, and neither should be described as a friend or host unless that is genuinely true.
Worked example: family or business contact plus hotel
A Pakistani traveller visits a sibling in Singapore but chooses to stay in a hotel. The hotel supports the accommodation answer; the genuine sibling may support the social-visit LOI if the person meets ICA's current conditions. Those facts are compatible when Form 14A truthfully says both who the traveller is visiting and where the traveller will sleep.
For a business visit, a genuine Singapore business contact may support the business purpose while the traveller stays at a hotel. Do not replace the company contact with an unrelated social contact simply to make the form easier to file.
Final consistency check before submission
Read the file by role. Accommodation should cover the declared stay; V39A or LOI should use a real qualifying contact where required; and the selected filing party should be permitted for the applicant's passport and residence. Then compare names, dates, addresses, purpose and contact details across Form 14A and every attachment.
A hotel booking cannot repair a fake sponsor. A real contact cannot repair accommodation that does not cover the trip. An authorised submitter cannot make invented information acceptable. If one part changes, update the affected application facts instead of adding another document that contradicts them.
