The short answer: if you have a genuine Singapore local contact with Singpass or Corppass, that contact may submit the application. If you do not, ICA currently points applicants to an authorised visa agent appointed by a Singapore Overseas Mission or to the nearest Singapore Overseas Mission.

ICA says applicants without a local contact who has Singpass or Corppass may use a Mission-appointed authorised visa agent or apply at the nearest Singapore Overseas Mission.
A local contact is not a hotel booking, and an independent preparation service is not automatically an authorised visa agent. The free SG Arrival Card is also separate from the visa application. Choose the route that can truthfully support Form 14A, your documents and the purpose of the trip without inventing a sponsor.
What a Singapore local contact actually does
For many visa-required travellers, ICA allows an application to be submitted by a Singapore local contact with the right Singpass or Corppass access. That person or company is connected to the application, so their details should be real, reachable and consistent with the visit purpose.
A local contact is not the same thing as a hotel booking. Accommodation evidence can support where you will stay, but it does not automatically create a permitted filing route or make the hotel responsible for your Form 14A.
What a Mission-appointed authorised visa agent does
An authorised visa agent appointed by a Singapore Overseas Mission can submit applications through that Mission's route, subject to its current rules. Appointment is a specific status, so verify the agent against the relevant Mission's current list instead of relying on a logo or the word "official" on a sales page.

Which route should you choose?
Choose DIY through a local contact when you have a genuine Singapore contact who understands the responsibility, can file through the correct channel and is comfortable with the supporting details. This can be clean and efficient for simple family, friend or business visits.
If you do not have that contact, check the authorised-agent list for the relevant Singapore Overseas Mission or contact the Mission itself. Independent preparation support can still help you organise Form 14A and supporting documents, but it does not replace the official filing route. The value is clearer preparation, not magic approval.
Decision checklist
Use a local contact when the contact is real, reachable, route-valid and willing to stand behind the details. Use a Mission-appointed agent when that route applies and you can verify the appointment. Use independent preparation support when you want help with Form 14A, document review and route guidance before the permitted filer submits the case.
Before choosing a service, ask who will submit the file, what the fee covers and which current ICA or Mission route applies. Avoid any provider that calls itself a government website, promises approval, sells the free SG Arrival Card as a visa or asks you to borrow a Singapore address.
Checks before you choose a route
Confirm the live visa requirement on ica.gov.sg and, if you plan to use an authorised agent, check the relevant Singapore Overseas Mission's current list. Ask the provider to separate official fees, service fees and the free SG Arrival Card, and to explain who actually submits the application.
Finally, make sure the passport, travel dates, accommodation, funds and local-contact details match across Form 14A and the supporting documents. A permitted route and a consistent application are far more useful than urgent-approval claims.
