Singapore visa for Russian passport holders: Form 14A
Yes. Russian citizens travelling on ordinary passports need a Singapore entry visa before an ordinary visit in 2026. ICA exempts holders of Russian diplomatic and service passports, but that exemption does not cover an ordinary passport.
The entry visa is permission to travel to Singapore and ask to enter. It is not the free SG Arrival Card, a Visit Pass or a guarantee of admission. ICA officers make the final entry decision at the checkpoint.

What is the safest application sequence for Russian passport holders?
Confirm the visa requirement on ICA, prepare Form 14A in English, reconcile passport and trip evidence, submit through a permitted route, then complete the free SG Arrival Card if clearing Singapore immigration.
Singapore grants visas electronically, so a Russian applicant receives an e-Visa to print and carry with the passport. Nothing is stamped in ahead of time, which is the standard process and not a hint that something's missing.
Can Russian passport holders use Singapore's 96-hour VFTF?
They may qualify under ICA's CIS route when transiting to or from a third country with a confirmed onward air ticket and departure from Singapore by air within 96 hours. ICA does not publish the India/PRC qualifying-visa or long-term-pass condition for this group. VFTF is not pre-approved or guaranteed; ICA decides entry at the checkpoint.
For a Russian ordinary-passport holder, ICA lists a signed Form 14A, a recent colour photograph and a copy of the passport biodata page. Prepare the file for the passport the traveller will actually use, wherever they live.

Online filing with ICA is done by an eligible local contact or a strategic partner in Singapore. That is a separate permitted route, not self-filing of Form 14A by the tourist.
If the connection stays airside or qualifies for VFTF, check that route separately. SG Arrival Card is a free arrival declaration and does not replace a visa.

VFTF Singapore for Russia passport holders: check transit before Form 14A
Russia passport holders may qualify for ICA's 96-hour Visa-Free Transit Facility when in transit to or from a third country. Under ICA's conditions for CIS, Georgia, Turkmenistan and Ukraine, you need a valid onward air ticket departing Singapore within 96 hours. Departure must be by air. An extension of stay is not allowed. ICA assesses entry at the checkpoint; meeting the conditions does not guarantee entry.

Can Russian passport holders check Singapore visa status by passport number only?+
Do not rely on passport-number-only status sites. A legitimate check usually depends on the application reference, passport details and the permitted route that submitted Form 14A.
Does an airside Changi connection require Singapore entry?+
Not if the traveller can remain airside without clearing Singapore immigration. Collecting baggage, a separate-ticket self-transfer or landside check-in may require entry. Confirm baggage and boarding-pass handling with the airlines, then check the normal entry-visa or current VFTF requirements before travel if immigration clearance is needed.
Can I reapply after a rejection?+
Check the date of the visa rejection. ICA accepts appeals through its enquiry form within one month. Ask the original filer about the required documents and the Singapore local contact's role. ICA does not disclose refusal reasons; if you apply again, correct verifiable errors without assuming a mandatory waiting period or a known cause.
