Do Russian travellers need a transit visa for Singapore?

VisatoSingapore Editorial TeamReviewed Jun 18, 2026

Short answer

For a Russian traveller, the transit-visa question depends mainly on whether you stay airside or clear Singapore arrival immigration. ICA lists CIS nationals among groups that may be eligible for VFTF, but only when the traveller, route, onward ticket and documents meet the current conditions.

Those conditions are updated periodically and rest on your documents and onward flight, so it's safer to confirm your own routing than to rely on what worked for someone else.

If a short connection through Changi is in your plan, read the current ICA transit guidance before you book. A transit requirement is simple to manage in advance and costly to discover at the gate.

Russia transit check: CIS/VFTF needs the exact route

For Russian passport holders, VFTF-style thinking only helps when the current ICA conditions and the exact onward route line up.

  • Check whether the itinerary is ordinary entry, airside transit or a possible VFTF case before preparing Form 14A.
  • Keep qualifying-document evidence and onward transport separate from payment or service handling.
  • If the traveller clears immigration outside VFTF conditions, use the normal entry-visa route.

Transit next steps

Transit or Singapore entry? Choose the next check

If the traveller stays airside, this is usually an airline and transit-area question. If the route requires baggage collection, self-transfer, a stopover or immigration clearance, compare the passport with the normal Singapore entry-visa route before paying for Form 14A help.
