Singapore visa for Russians: 2026 Form 14A guide

Yes. Russian citizens travelling on ordinary passports need a Singapore entry visa before an ordinary visit in 2026. ICA exempts holders of Russian diplomatic and service passports, but that exemption does not cover an ordinary passport.

The entry visa is permission to travel to Singapore and ask to enter. It is not the free SG Arrival Card, a Visit Pass or a guarantee of admission. ICA officers make the final entry decision at the checkpoint.

For a business or social visit, prepare a completed and signed Form 14A, a recent passport-sized colour photo taken within the last three months and a copy of the passport biodata page. The passport must be valid for at least six months from the planned date of entry.

ICA may request Form V39A / Letter of Introduction or other evidence case by case. Documents that are not in English need the original and an official English translation, with copies for ICA to retain. Keep names, passport details, travel dates, accommodation and contact information consistent across the file.

An application may be submitted online by a strategic partner or a genuine local contact in Singapore. Another official path is a Singapore Overseas Mission or its authorised visa agent where that procedure is available for the applicant's place of residence.

ICA advises applying within 30 days before arrival. If you do not have a genuine Singapore contact, do not invent one or treat a hotel address as a filing route. Confirm the permitted route first, then prepare only the documents that route requires.

Russia is in ICA's CIS group for the Visa-Free Transit Facility. A Russian national may be eligible for up to 96 hours only when travelling through Singapore to or from a third country, holding a valid onward air ticket that leaves within 96 hours and departing Singapore by air.

VFTF is assessed at the point of entry and cannot be extended. It is not a substitute for a visa when Singapore is the destination rather than a genuine transit stop. Check the live ICA conditions before relying on it.

A traveller using an ordinary Russian passport for a Moscow–Singapore–Moscow holiday should use the entry-visa route. Singapore is the destination, so calling the stop a transit does not make VFTF available.

A different traveller who passes through Singapore on the way to a third country may test the itinerary against ICA's live VFTF conditions. The onward air ticket, departure within 96 hours and departure by air all matter; meeting one condition does not cure a route that fails another.

Use the Latin spelling printed in the travel passport throughout Form 14A, bookings and any LOI. If a translated bank, employment or civil-status document uses a different transliteration, ask the translator to reconcile it or add a short explanation rather than leaving two unexplained identities in the file.

ICA's visa processing fee is S$30 and is not refundable. ICA says applications are generally processed within three working days, excluding the day of submission. Some cases take longer, and every application is considered on its own merits.
