Singapore No-Boarding Directive 2026

Since 30 January 2026, Singapore's Immigration & Checkpoints Authority (ICA) can issue a No-Boarding Directive, or NBD, to an airline for a traveller who is prohibited from entering Singapore or does not meet entry requirements. ICA gives two practical examples: travelling without a valid visa when one is required, and travelling with a passport that has less than six months' validity.

This is a pre-flight enforcement step, not a new visa type. It means an airline may have to verify a traveller's passport, visa or SG Arrival Card information before allowing boarding. The safest response is to check the official requirements before leaving for the airport rather than treating an airline check as a substitute for travel preparation.

ICA announced that it would issue No-Boarding Directives to airline operators for selected travellers who should not be carried to Singapore. The measure covers people who are prohibited or otherwise undesirable for entry, as well as travellers who fail to meet Singapore's entry requirements. An airline that receives a directive must not board the named traveller for that journey.

ICA also said airlines may be required to conduct additional checks before boarding, including verification of a traveller's visa or SG Arrival Card submission. Not every passenger will receive the same check, and an airline asking for evidence does not by itself mean that a visa application has a problem.

Every non-Singapore passport holder should check passport validity and the live entry rules. The change matters most to travellers whose passport or travel document requires a Singapore entry visa, people travelling close to their passport's expiry date, and anyone who has not completed a required SG Arrival Card submission within the official time window.

A visa requirement depends on the passport or travel document, not simply on the country where a traveller lives. Residence in another country, an airline booking or a previous visit to Singapore does not automatically remove a current visa requirement. Use ICA's visa-requirements page to check the document you will actually present for travel.

First, check that the passport you will use has at least six months' validity. ICA lists this as an entry requirement for non-Singapore passport holders. If the passport is close to expiry, resolve that issue before relying on a flight booking or visa issued against the old document.

Second, confirm whether that passport or travel document requires an entry visa. If it does, make sure the visa is valid for the planned arrival and that the personal and passport details match. An approved visa is permission to travel to Singapore and seek entry; it does not guarantee admission at the checkpoint.

Third, submit the free SG Arrival Card within three days before arrival, including the day of arrival, unless an official exemption applies. The SG Arrival Card is an arrival declaration, not an entry visa and not a paid substitute for Form 14A. Use ICA's official service and keep the acknowledgement available in case the airline asks to verify the submission.

Finally, keep evidence of onward or return travel and sufficient funds for the stay available. ICA lists these among the entry requirements that travellers may be asked to show. Details can change, so recheck the official ICA pages shortly before departure.

The No-Boarding Directive does not combine the visa and SG Arrival Card into one document. Visa-required travellers still need the correct entry-visa route, while travellers who must submit the SG Arrival Card still complete that separate and free declaration. A traveller who is visa-exempt should not buy a visa service merely because an airline may check the SG Arrival Card.

The directive also does not transfer Singapore's final entry decision to the airline. The airline follows boarding instructions and checks travel documents before departure. ICA officers decide whether an arriving traveller is admitted and what Visit Pass is granted at the checkpoint.

Ask the airline for the specific reason and check whether the issue is a missing document, a passport-validity problem, an unmatched visa detail or a No-Boarding Directive. Do not immediately buy another ticket without understanding the cause, because the same issue may affect the next flight.

ICA's announcement says that a traveller denied boarding under an NBD who still wishes to travel should contact ICA through its Feedback Channel and obtain approval before arranging another flight to Singapore. An airline, travel seller or visa-preparation service cannot cancel or override an ICA directive.
