Enhanced security checks at all Singapore checkpoints

ICA announced enhanced security measures at land, air and sea checkpoints from 28 February 2026. Extra checks can make clearance slower, so allow more time and check the latest ICA notice before travel.

What to do

  • Allow extra time at land, sea and air checkpoints.
  • Keep your passport and supporting travel documents accessible.
  • Check the ICA newsroom again shortly before departure.

ICA can issue No-Boarding Directives before a flight

ICA can direct an airline not to carry a traveller who is prohibited or undesirable, or who does not meet Singapore's entry requirements. Airlines may verify entry documents before boarding, but a visa or completed SG Arrival Card still does not guarantee entry.

What to do

  • Confirm passport validity and whether your travel document needs an entry visa.
  • Submit the free SG Arrival Card within the official window if you are required to do so.
  • If you are told that a No-Boarding Directive applies, contact ICA before booking another flight.

Rules that still apply

These are not new visa rules, but they are easy to misunderstand when preparing for a trip.

Current ICA process

Foreign visitors still need a passport on arrival at Changi

Passport-less clearance is available at Changi, but foreign visitors must still present their passport when arriving in Singapore. Eligible passengers may use passport-less clearance when departing, and everyone should continue to carry a passport throughout the journey.

What to do

  • Carry the passport linked to your journey and entry documents.
  • Present it on arrival if you are a foreign visitor.
  • Follow the signs and ICA officer instructions at the checkpoint.

Before each arrival

The SG Arrival Card remains free and separate from a visa

The SG Arrival Card is a free arrival declaration, not an entry visa. Unless an ICA exemption applies, submit it within three days before arrival, including the day you arrive, through ICA's official e-Service or MyICA.

What to do

  • Check whether an ICA exemption applies to your trip.
  • Submit only within the official three-day window.
  • Use ICA's free e-Service or MyICA and avoid paid lookalike websites.

Five checks before departure

Use this short sequence after checking the latest ICA notice for your travel date.

  1. 01Identify the passport or travel document you will use and the nationality shown in it.
  2. 02Confirm whether you need a Singapore entry visa and whether your passport meets the current validity rule.
  3. 03Submit the free SG Arrival Card within the official window if it is required for your trip.
  4. 04Keep your onward travel and accommodation details available in case they are requested.
  5. 05Check the ICA newsroom again shortly before departure for newer operational changes.

Common questions

Where should I check the latest Singapore entry rules?

Use ICA's Entering Singapore pages for standing requirements and the ICA newsroom for dated operational changes. Check both shortly before travel.

Do enhanced checkpoint checks replace the visa requirement?

No. Enhanced security checks are an operational measure. Your visa requirement still depends on the passport or travel document you use, and ICA makes the final entry decision at the checkpoint.

Is the SG Arrival Card a Singapore visa?

No. It is a free arrival declaration and does not replace an entry visa where one is required. Submitting it also does not guarantee entry.

Can a foreign visitor travel without a passport because Changi has passport-less clearance?

No. ICA says foreign visitors must still present a passport on arrival and should continue to carry it while travelling, even when eligible to use passport-less departure clearance.
