Yes. Ukrainian citizens travelling on ordinary passports need a Singapore entry visa before an ordinary visit. ICA exempts holders of Ukrainian diplomatic, official and service passports, but that exemption does not cover an ordinary passport.
The entry visa is permission to travel to Singapore and ask to enter. It is not the free SG Arrival Card, a Visit Pass or a guarantee of admission. ICA officers make the final entry decision at the checkpoint.

Transit / VFTF route check
Ukraine passport holders may qualify for ICA's 96-hour Visa-Free Transit Facility when in transit to or from a third country. Under ICA's conditions for CIS, Georgia, Turkmenistan and Ukraine, you need a valid onward air ticket departing Singapore within 96 hours. Departure must be by air. An extension of stay is not allowed. ICA assesses entry at the checkpoint; meeting the conditions does not guarantee entry.
