Short answer

An ordinary passport issued by Ukraine requires a Singapore entry visa for a short visit. Arrange it before travel through a permitted filing route; Singapore does not offer a general visa on arrival. The application normally centres on Form 14A, passport details, a recent passport-style photo, trip evidence and supporting documents that make the short visit credible.
