No. Singapore does not offer a general visa on arrival for visa-required passports. If your passport or travel document is on ICA's visa-required list, apply for the Singapore entry visa before you travel. Arriving at Changi is too late to start the application: use a permitted Form 14A filing route and wait for the decision before the flight.
The phrase gets confused with three different things: an e-Visa issued before travel, the free SG Arrival Card submitted close to arrival, and the Visa-Free Transit Facility for some eligible transit journeys. Their names sound convenient, but none is a walk-up tourist visa at the airport.
The passport decides which route applies
Check the exact passport or travel document you will hand to the airline, not only the country where you live. A UAE residence permit, a US visa or a European residence card does not by itself turn a visa-required passport into a visa-free one for Singapore.
For example, ordinary Indian, Pakistani, Bangladeshi and Russian passport holders should check ICA's current visa-required list and plan for a pre-travel application. A traveller using a visa-free passport normally skips Form 14A for an ordinary short visit, though the free SG Arrival Card and checkpoint entry conditions may still apply.
An e-Visa is approved before the journey
The 'e' describes how an approved visa is delivered, not when you apply for it. Instead of a sticker, the traveller may receive an electronic visa document after the application has been submitted and decided. That document should be checked against the passport before departure.
Depending on the passport and place of application, filing may involve a Singapore local contact, strategic partner, authorised visa agent or Singapore Overseas Mission. Whichever route applies, the sequence stays the same: submit first, receive the decision, then travel. Turning up at Changi is not a substitute for approval.
SG Arrival Card is not a visa
The SG Arrival Card is a separate arrival declaration for most travellers who clear Singapore immigration. ICA provides the official submission free of charge. It does not grant a visa and it cannot repair a missing entry visa at the airport.
A traveller with a visa-required passport may therefore have two tasks in a clear order: obtain the entry visa before travel, then submit the SG Arrival Card within ICA's permitted arrival window when it is required for that trip. A site that sells the card as a visa is describing the wrong product.
A qualifying transit is not visa on arrival
Some people asking about visa on arrival are actually planning a Changi connection. VFTF is not a normal tourist visa: it is a conditional facility for certain eligible transit travellers, it is not approved in advance, and it is never a promise of entry.
A 96-hour gap between flights is not enough on its own. ICA looks at the traveller's nationality, onward journey, transport and qualifying documents at the checkpoint. If Singapore is the main destination rather than a genuine stop on the way to another country, check the normal entry-visa route instead.
A practical check before paying or booking
Before buying visa help, answer three questions: which passport will you use, will you clear Singapore immigration, and is Singapore the destination or only a genuine transit point? Those answers separate the entry visa, SG Arrival Card and VFTF routes without guesswork.
