Singapore visa for Chinese PRC travellers

An ordinary People's Republic of China passport qualifies for Singapore's visa exemption for stays of up to 30 days, effective from 9 February 2024. A PRC Travel Document, Hong Kong SAR Document of Identity or Macao SAR Travel Permit follows a separate visa or VFTF assessment.

If you are checking whether you need a Singapore visa as a Chinese citizen, start with the travel document in your hand, not just the country name. Then check whether you will clear Singapore immigration, whether you are only transiting, and whether the free SG Arrival Card applies to your trip.

ICA's published arrangement exempts ordinary PRC passport holders from an entry visa for stays of up to 30 days. Form 14A is not required for that visit. Admission and the actual permitted stay still depend on ICA's assessment at the checkpoint.

Visa exemption does not guarantee entry. Your passport must be valid for at least six months. Keep onward or return travel and funds evidence available, and submit the free SG Arrival Card within three days before arrival, including arrival day, unless exempt. ICA officers determine entry and the Visit Pass period at the checkpoint.

ICA separately lists PRC Travel Documents among travel documents that require a visa to enter Singapore. It also lists Hong Kong SAR Document of Identity and Macao SAR Travel Permit. Do not assume a rule for an ordinary PRC passport applies to these documents.

If your document is not an ordinary passport, verify the current ICA page before booking. A small label on the biodata page can change the answer from visa-free travel to an entry-visa or VFTF question.

ICA's Visa-Free Transit Facility (VFTF) may apply to selected PRC nationals who are not holding ordinary, diplomatic, public affairs or service PRC passports, including PRC Travel Document, Hong Kong SAR Document of Identity and Macao SAR Travel Permit holders. The exact wording can change, so check the live ICA VFTF page before relying on it.

For selected PRC travel documents, the journey must be to or from a third country via Singapore. You may enter by any transport but must leave by air or sea within 96 hours on a valid onward ticket. The qualifying visa or long-term pass must remain valid for at least one month from entry into Singapore and be issued by or valid for Australia, Canada, Germany, Japan, New Zealand, Switzerland, the UK or the US. VFTF is assessed by ICA at the checkpoint, cannot be arranged in advance by an agent and cannot be extended.

An already used Single Journey Visa (SJV), even when it is no longer valid, may still support VFTF on the return leg. You must travel directly from the country that issued the SJV through Singapore to your home country, and must not have returned home since using it. The other VFTF and entry conditions still apply; ICA decides whether to admit you.

If you stay airside at Changi and do not clear Singapore arrival immigration, you may be transiting rather than entering Singapore. The practical risk comes from separate tickets, baggage collection, a second airline that requires landside check-in, an overnight landside stop, or a plan to visit the city.

Before booking, ask the airline whether your baggage is checked through and whether you can receive the onward boarding pass without clearing immigration. If you must clear immigration, treat the trip as a Singapore entry question and check the rule for your exact document.
