Do Belarus citizens need a Singapore visa?

Belarusian ordinary passport holders need a Singapore entry visa for ordinary visits. ICA's Belarus page also notes that holders of diplomatic and official passports do not need a visa for entry, so check the passport type before preparing Form 14A.

Do not confuse this with the 96-hour Visa-Free Transit Facility. ICA lists Belarus under the CIS group for VFTF, which may apply only when the itinerary is a genuine transit to or from a third country and the traveller meets the current conditions. For an ordinary Singapore stay, prepare the entry visa route instead.

How Form 14A and the e-Visa route works

For business or social visits, ICA lists a completed and signed Form 14A as the core application form. If the application is approved, the local contact, strategic partner or authorised visa agent can use ICA's e-Service to print a copy of the e-Visa.

A Singapore entry visa is pre-entry permission to travel and seek entry. It is separate from SG Arrival Card, and it does not guarantee entry or a fixed stay period; ICA officers at the checkpoint decide the Visit Pass period and whether the traveller may enter.

When Form V39A or LOI may appear

ICA's Belarus guidance lists Form 14A, a recent passport-sized colour photograph and a passport biodata-page copy as the main document set. It says additional supporting documents, for example Form V39A / Letter of Introduction for Visa Application, may be required case by case.

Unbranded application form, passport wallet and pen arranged for a document check

That means a Belarusian application should not invent a sponsor story just because another country page mentions LOI more directly. If ICA, a mission or the filing route asks for a local-contact or LOI document, make sure the contact details, visit purpose and supporting documents match the rest of the file.

Documents Belarusian travellers should prepare

The official document set includes Form 14A, a recent passport-sized colour photograph taken within the last three months, and a photocopy of the passport biodata page valid for at least six months from the date of entry. ICA may ask for additional documents depending on the case.

Documents in languages other than English may need originals, official translations and copies for ICA to retain. Consistency matters: name order, passport number, travel dates, host details, accommodation, business purpose and funds evidence should not force the reviewer to guess.

Fees, timing and permitted filing routes

ICA lists a non-refundable S$30 processing fee and says visa applications are processed within three working days, excluding the day of submission. ICA also notes that some applications may take longer and that each case is considered on its own merits, so use this as planning guidance, not a guarantee.

Applications can be submitted online through a strategic partner or genuine local contact in Singapore, or through a Singapore Overseas Mission or its authorised visa agent where that procedure serves the applicant's place of residence. Confirm the live route before paying or booking around a fixed decision date.

Keep an ordinary visit separate from VFTF

An ordinary-passport visit needs the entry-visa route. Before filing, compare the passport details, photo, accommodation, funds and trip length across Form 14A and the supporting files. Use a VFTF explanation only for genuine transit to or from a third country under the current conditions.

Worked decision: four-night visit or 96-hour transit?

A Belarusian ordinary-passport holder staying in Singapore for four nights before returning home needs the entry visa. The duration alone does not turn a holiday into VFTF.

If the traveller is passing through Singapore to or from a third country, compare the complete itinerary with ICA's live VFTF conditions. A valid onward air ticket, departure within 96 hours and departure by air are separate requirements; VFTF is decided at the checkpoint and cannot be extended.

Keep Belarusian and Russian-language records tied to one passport identity

Use the Latin name and document number printed in the travel passport on Form 14A, bookings and any LOI. If a Belarusian- or Russian-language employment, bank or civil document is translated with a different name spelling, correct or explain the difference before submission.

VisatoSingapore can prepare and review an eligible Form 14A file, but it cannot create a local contact, decide the application or promise checkpoint entry. ICA remains the decision-maker.
