Do Armenians need a Singapore visa?
Armenian ordinary passport holders need a Singapore entry visa for ordinary visits. ICA's Armenia page also notes that holders of diplomatic passports do not need a visa for entry, so check the passport type before preparing Form 14A.
Do not confuse this with the 96-hour Visa-Free Transit Facility. ICA lists Armenia under the CIS group for VFTF, which may apply only when the itinerary is a genuine transit to or from a third country and the traveller meets the current conditions. For an ordinary Singapore stay, prepare the entry visa route instead.
How Form 14A and the e-Visa route works
For business or social visits, ICA lists a completed and signed Form 14A as the core application form. If the application is approved, the local contact, strategic partner or authorised visa agent can use ICA's e-Service to print a copy of the e-Visa.
A Singapore entry visa is pre-entry permission to travel and seek entry. It is separate from SG Arrival Card, and it does not guarantee entry or a fixed stay period; ICA officers at the checkpoint decide the Visit Pass period and whether the traveller may enter.
When Form V39A or LOI may appear
ICA's Armenia guidance lists Form 14A, a recent passport-sized colour photograph and a passport biodata-page copy as the main document set. It says additional supporting documents, for example Form V39A / Letter of Introduction for Visa Application, may be required case by case.

That means an Armenian application should not invent a sponsor story just because another country page mentions LOI more directly. If ICA, a mission or the filing route asks for a local-contact or LOI document, make sure the contact details, visit purpose and supporting documents match the rest of the file.
Documents Armenian travellers should prepare
The official document set includes Form 14A, a recent passport-sized colour photograph taken within the last three months, and a photocopy of the passport biodata page valid for at least six months from the date of entry. ICA may ask for additional documents depending on the case.
Documents in languages other than English may need originals, official translations and copies for ICA to retain. Consistency matters: name order, passport number, travel dates, host details, accommodation, business purpose and funds evidence should not force the reviewer to guess.
Fees, timing and filing routes
ICA lists a non-refundable S$30 processing fee and says visa applications are processed within three working days, excluding the day of submission. ICA also notes that some applications may take longer and that each case is considered on its own merits, so use this as planning guidance, not a guarantee.
Applications can be submitted online through a strategic partner or local contact in Singapore, or through the nearest Singapore Overseas Mission or its authorised visa agent where that procedure applies. Because mission and authorised-agent procedures can change, verify the live route before relying on a summary or booking around a tight timeline.
ICA's Armenian exemption applies only to diplomatic passports
Service and ordinary passports still need the entry-visa route for an ordinary visit. Compare passport details, translations, accommodation, funds and trip length with Form 14A, and use VFTF only for a genuine transit to or from a third country under the current conditions.
Worked decision: an Armenian service passport still needs the ordinary route
ICA's Armenia exemption is limited to diplomatic passports. A traveller using an Armenian service passport or ordinary passport for an ordinary visit should prepare the entry visa; the purpose of an official trip does not expand the passport exemption.
For a group, record the passport type beside each traveller before preparing documents. This prevents an exempt diplomatic-passport answer from being applied to colleagues whose service or ordinary passports remain visa-required.
Use the passport spelling in translated Armenian records
Use the Latin spelling from the travel passport on Form 14A, bookings and any LOI. If an Armenian-language bank, employment or civil-status document is translated differently, correct it or attach a concise explanation before filing.
VFTF is a separate checkpoint facility for qualifying third-country transit. A Yerevan–Singapore–Yerevan visit is not transit merely because the stay is shorter than 96 hours.
