Singapore visa Philippines: do Filipinos need one?

For Filipino ordinary passport holders, the practical answer is usually no: you do not prepare a Singapore entry visa or Form 14A for an ordinary short visit. ICA's visa-required list says travellers need a valid Singapore entry visa only if their travel document is issued by one of the listed countries or places; the Philippines is not on that list as reviewed on 4 July 2026.

This answer is tied to the ordinary Philippine passport and a short visitor purpose. A seafarer's identity document, refugee travel document, emergency document or another country's passport needs its own live check. Work, study and family residence have separate pass routes.

For a holiday from Manila, Cebu or another departure point on an ordinary Philippine passport, the practical pre-arrival task is usually the free SG Arrival Card. Submit it through ICA within the live three-day window, using the same passport number, arrival service and Singapore address that describe the actual trip.

Every traveller, including a child, needs an individually issued travel document. ICA's group-submission option can help a family send SGAC details for one trip, but it does not merge the family into one passport, one e-Pass or one entry decision.

A Filipino traveller has two separate tickets and the first airline says the checked bag must be collected in Singapore. Collecting it normally means seeking immigration clearance, so the traveller should prepare for Singapore entry and SGAC rather than assuming the airside-transit exception applies.

If both airlines confirm that the passenger and baggage remain airside, ICA's exception for transit without immigration clearance may apply. Confirm the transfer with the airlines; the ordinary passport's visa-free status does not guarantee that a particular separate-ticket connection stays airside.

A person living in the Philippines but travelling on a visa-required passport checks that passport's ICA route before SGAC. A Philippine residence card or a flight from Manila does not remove Form 14A when the travel document is visa-required.

Use the document that will be presented at the checkpoint. If citizenship or passport details changed, update bookings and SGAC and repeat the entry check instead of relying on an earlier trip under another document.

Visa-free entry is not guaranteed entry. ICA notes that checkpoint officers decide whether a traveller may enter Singapore and how long the Visit Pass or e-Pass allows them to stay.

Keep each passport, the return or onward plan, accommodation, purpose and funds coherent for the people travelling. After clearance, read each person's e-Pass rather than assuming the family received one common stay period.
