Singapore visa Philippines: do Filipinos need one?

Short answer

Filipino ordinary passport holders usually do not need a Singapore entry visa or Form 14A for ordinary short visits. They still need the free SG Arrival Card and must meet Singapore entry requirements.

For Filipino ordinary passport holders, the practical answer is usually no: you do not prepare a Singapore entry visa or Form 14A for an ordinary short visit. ICA's visa-required list says travellers need a valid Singapore entry visa only if their travel document is issued by one of the listed countries or places; the Philippines is not on that list as reviewed on 4 July 2026.

Treat this as a live eligibility check, not a permanent promise. Before travelling, verify the current ICA list, especially if you hold a refugee travel document, alien's passport, document of identity, emergency or temporary document, or another passport that may have different rules.

What Filipino travellers need

SG Arrival Card Philippines or Singapore arrival card Philippines? Use ICA's free official SGAC route before arrival if you will clear Singapore immigration. For a regular Filipino ordinary passport and an ordinary short visit, usually no Singapore entry visa or Form 14A is prepared.

Singapore visa Philippines, Philippines to Singapore visa, Singapore tourist visa Philippines and Singapore tourist visa from Philippines searches usually need the same split: for a regular Filipino ordinary passport, plan the SG Arrival Card and entry requirements; for a Philippines resident using an Indian, Pakistani, Bangladeshi, Russian, Egyptian, Nigerian or other visa-required passport, follow that passport's entry-visa route first.

SG Arrival Card is still required for most Filipino visitors

Visa-free does not mean no arrival paperwork. ICA says SG Arrival Card is not a visa, but travellers entering Singapore generally need to submit it before arrival unless an exemption applies, such as transiting or transferring without immigration clearance.

ICA says SGAC submission is free of charge and can be submitted through the official e-service or MyICA Mobile app. It should be submitted within three days before arrival, including the day of arrival. Avoid paid websites that sell SGAC as if it were a Singapore visa.

If you live in the Philippines but hold another passport

The visa answer follows the travel document you use, not where you live or where your flight starts. A resident of Manila, Cebu, Davao, Clark or another Philippines departure point may still need a Singapore entry visa if the passport itself is visa-required.

In that case the route is not a visa-free Filipino passport route. The traveller may need Form 14A through an eligible local contact, strategic partner, Singapore Overseas Mission or authorised visa agent, depending on current ICA procedure and the passport used.

What Singapore officers still check

Visa-free entry is not guaranteed entry. ICA notes that checkpoint officers decide whether a traveller may enter Singapore and how long the Visit Pass or e-Pass allows them to stay.

Keep the basics coherent: passport validity, return or onward travel, accommodation, reason for visit and funds for the trip. If the trip is unclear, unusually long or inconsistent, officers can ask more questions even when no entry visa was required before travel.
