Tunisian citizens travelling on an ordinary passport need a Singapore entry visa before departure. Diplomatic and special passport holders are exempt under ICA's Tunisia guidance, so confirm the passport type first. For an ordinary passport, prepare the Form 14A route before booking around a fixed travel date.
A Singapore entry visa is pre-entry permission to travel and seek entry. It is separate from SG Arrival Card, and it does not guarantee entry or a fixed stay period; ICA officers at the checkpoint decide the Visit Pass period and whether the traveller may enter.
How Form 14A and the e-Visa route works
For business or social visits, ICA lists a completed and signed Form 14A as the core application form. If the application is approved, the local contact, strategic partner or authorised visa agent can use ICA's e-Service to print a copy of the e-Visa.
The e-Visa is not a visa on arrival. Travellers from visa-required nationalities should prepare the application before travel and keep the approved e-Visa with the passport when travelling to Singapore.
Form V39A, LOI and local contact rules
ICA's Tunisia guidance lists a completed Form V39A, the Letter of Introduction for Visa Application, as part of the document set. ICA says the LOI may be issued by a local contact in Singapore who is a Singapore citizen or permanent resident, at least 21 years old, with a Singpass account.

For business visits, the local contact must act on behalf of the Singapore-registered business entity. If you cannot secure an LOI from a local contact, ICA says LOIs issued by your Embassy can also be accepted for social and business visits. Do not use a hotel address or anonymous template as a substitute for a real LOI route.
Documents Tunisian travellers should prepare
The official document set includes Form 14A, a recent passport-sized colour photograph taken within the last three months, a passport biodata-page copy valid for at least six months from the date of entry, and the LOI route where required. ICA may ask for additional documents case by case.
Documents in languages other than English may need originals, official translations and copies for ICA to retain. Consistency matters: name order, passport number, travel dates, host details, accommodation, business purpose and funds evidence should not force the reviewer to guess.
Fees, timing and filing routes
ICA lists a non-refundable S$30 processing fee and says visa applications are processed within three working days, excluding the day of submission. ICA also notes that some applications may take longer and that each case is considered on its own merits, so use this as planning guidance, not a guarantee.
Applications can be submitted online through a strategic partner or local contact in Singapore, or through the nearest Singapore Overseas Mission or its authorised visa agent where that procedure applies. Because mission and authorised-agent procedures can change, verify the live route before relying on a summary or booking around a tight timeline.
Check the Tunisian passport type and LOI
Diplomatic and special passports are exempt under ICA's Tunisia guidance; an ordinary passport needs the entry-visa route. For an ordinary-passport application, confirm that the LOI follows the accepted local-contact or Embassy route, then compare the passport details, photo, translations, accommodation and trip dates with Form 14A.
Worked decision: special passport exemption and ordinary-passport LOI
ICA exempts Tunisian diplomatic and special passports. A traveller using an ordinary passport on the same itinerary still needs the entry visa and the LOI route; an official invitation or job title does not convert an ordinary passport into a special passport.
For an ordinary-passport social visit, the Singapore local contact must be an eligible citizen or permanent resident with Singpass. A business contact acts for the Singapore-registered business. If there is no eligible local contact, ICA's Tunisia guidance accepts an Embassy-issued LOI.
Do not let French, Arabic and passport spellings diverge
Copy the Latin passport spelling into Form 14A, Form V39A and bookings. If an official English translation of a French- or Arabic-language record uses another spelling, correct it or explain the difference before submission.
