  • ICA — Iraq visa requirements
  • ICA — Entry visa requirements
  • ICA — SG Arrival Card

Iraqi passport holders need a Singapore entry visa before travel. ICA's Iraq page does not describe a visa-on-arrival route for ordinary visitors, so the practical path is to prepare the file before departure and submit it through a permitted channel.

The visa is pre-entry permission to travel and seek entry. It is separate from SG Arrival Card, and it does not guarantee entry or a fixed stay period; ICA officers at the checkpoint decide the Visit Pass period and whether the traveller may enter.

How Form 14A and the e-Visa route works

For business or social visits, ICA lists a completed and signed Form 14A as the core application form. If the application is approved, the local contact, strategic partner or authorised visa agent can use ICA's e-Service to print a copy of the e-Visa.

For an Iraqi case, secure the permitted online filing route and the LOI described below before treating the printable e-Visa as the goal. The PDF is available only after ICA approves the submitted application.

Form V39A, LOI and local contact rules

ICA's Iraq guidance lists a completed Form V39A, the Letter of Introduction for Visa Application, as part of the document set. ICA says the LOI may be issued by a local contact in Singapore; for social visits, that contact must be a Singapore citizen or permanent resident, at least 21 years old, with a Singpass account.

For business visits, the local contact must act on behalf of the Singapore-registered business entity. If you cannot secure an LOI from a local contact, ICA says LOIs issued by your Embassy can also be accepted for social and business visits. Do not treat a hotel address or a copied template as a substitute for a real LOI route.

Documents Iraqi travellers should prepare

The official document set includes Form 14A, a recent passport-sized colour photograph taken within the last three months, a photocopy of the passport biodata page valid for at least six months from the date of entry, and the LOI route where required. ICA may ask for additional documents case by case.

Documents in languages other than English may need originals, official translations and copies for ICA to retain. Consistency matters: the name order, passport number, travel dates, host details, accommodation, business purpose and funds evidence should not force the reviewer to guess.

Fees, timing and filing routes

ICA lists a non-refundable S$30 processing fee and says visa applications are processed within three working days, excluding the day of submission. ICA also notes that some applications may take longer and that each case is considered on its own merits, so use this as planning guidance, not a guarantee.

Applications can be submitted online through a strategic partner or local contact in Singapore, or through the nearest Singapore Overseas Mission or its authorised visa agent where that procedure applies. Because mission and authorised-agent procedures can change, verify the live route before you rely on a summary or buy tickets around a tight timeline.

Choose the Iraqi LOI route before building the rest of the file

First decide whether the LOI will come from an eligible Singapore local contact or from the Embassy route ICA accepts. Then confirm the permitted filing channel for the applicant's place of residence. The LOI source and the organisation or person submitting Form 14A are related checks, but they are not automatically the same role.

The local-contact or Embassy details, passport spelling, photo, accommodation, trip dates and translated records should all match Form 14A. A hotel address or copied signature cannot replace a valid LOI.

Worked case: family host versus Embassy-issued LOI

An Iraqi applicant visiting a sibling who is a Singapore citizen or permanent resident aged at least 21 with Singpass may use that genuine local contact for the social-visit LOI. The relationship and Singapore contact details should be consistent across Form V39A, Form 14A and the accommodation plan.

An applicant with no eligible Singapore contact should investigate the Embassy-issued LOI option described by ICA before filing. Buying a supposed sponsor is not an alternative and creates a material inconsistency in a high-stakes application.

Arabic and Kurdish records: translation check

Use the Latin name printed in the Iraqi travel document throughout the application. Official English translations of Arabic- or Kurdish-language civil, bank or employment records should use that spelling or explain any difference.

VisatoSingapore can prepare and review an eligible Form 14A file. It does not issue Embassy letters, sell local contacts or decide the application; ICA remains the decision-maker.
