Singapore business visa: requirements for meetings and short visits

Short answer

"Singapore business visa" usually means an entry visa for a short business visit, not permission to take a job. Visa-required travellers use the ordinary entry-visa process for meetings, negotiations or trade events, with documents and filing route based on the passport and purpose.

What is a Singapore business visa?

Singapore does not issue a separate document universally called a "business visa" for every short commercial trip. In most searches, the phrase means a Singapore entry visa used for a short visit such as a meeting, negotiation, conference, exhibition or trade event. Travellers from visa-required countries follow the entry-visa route that applies to their passport and place of application.

An entry visa lets an eligible traveller seek entry at the checkpoint. It is not permission to take a job, provide ongoing services in Singapore or work for a Singapore employer. ICA decides the visa application, and checkpoint officers decide entry and the Visit Pass conditions on arrival.

Who needs a visa for a short business visit?

The answer is based mainly on the passport, not on whether the trip is labelled business or tourism. A traveller whose passport is on ICA's visa-required list normally needs an entry visa before travelling for an ordinary short business visit. A traveller from a visa-exempt country may not need an entry visa, but still has to meet Singapore's entry requirements.

Check the live ICA country page before preparing documents. The exact evidence and permitted filing route can vary by nationality and location. Residence in another country, a valid foreign visa or a hotel booking does not automatically remove a Singapore visa requirement tied to the passport.

Business meeting, conference or work: where is the line?

MOM lists several activities that may be carried out during a Short-Term Visit Pass without a work pass, including attending company meetings or retreats, meeting business partners, taking part in seminars or conferences, and visiting an exhibition as a trade visitor. That does not turn every paid assignment into a business visit.

If the traveller will deliver services under a contract, take employment, perform for an organiser, install equipment or carry out productive work, check the relevant MOM rules before travel. A Singapore entry visa and a Short-Term Visit Pass do not replace a work pass when one is required.

Documents commonly used for the application

A visa-required business visitor normally starts with a completed Form 14A, a recent passport-standard photograph and a passport with sufficient validity. Supporting evidence should make the purpose and timing of the trip easy to understand: meeting or event details, travel dates, accommodation, funds evidence and the applicant's employment or business context where relevant.

All documents should tell the same story. Names must match the passport, dates should align across the form and bookings, and the business purpose should be specific without exaggeration. ICA or the filing channel may request additional documents, so a checklist is preparation guidance rather than a guarantee that the file is complete for every applicant.

When Form V39A and a local contact may be needed

Form V39A is ICA's Letter of Introduction for Visa Application. The form includes business purposes such as meetings and exhibitions and provides space for an individual or company local contact. It is not a universal requirement for every passport, and it should not be completed with a borrowed person, invented business or hotel presented as a sponsor.

For a business visit where the route requires a local contact, the contact acts for the Singapore-registered business involved in the visit. If the traveller has no eligible local contact, the correct alternative depends on the official route available for that passport and filing location. Check ICA and the relevant Singapore Overseas Mission rather than buying a contact or copying an unsigned letter from the web.

How filing, fees and timing work

The permitted submitter may be a genuine Singapore local contact, a strategic partner, a Singapore Overseas Mission-appointed authorised visa agent or the Mission itself, depending on the case. ICA's visa processing fee is S$30. Some country pages say applications are generally processed within three working days after submission, excluding the submission day, but individual cases can take longer.

What to do before travelling

After an e-Visa is issued, check that the passport details are correct and travel with the same passport used for the application. A visa does not guarantee entry. Keep the meeting invitation, accommodation, return or onward itinerary and other supporting information available in case an officer asks about the visit.

Submit the free SG Arrival Card through ICA within the three days before arrival, including the day of arrival. The SG Arrival Card is a health and arrival declaration, not a visa, and it does not replace Form 14A or a required entry visa. ICA does not charge a fee for the SG Arrival Card submission.

A practical route for your application

First confirm whether the passport needs a visa. Then classify the activity honestly: a meeting or trade visit may fit a short business visit, while productive work may need MOM authorisation. Finally, confirm who is permitted to submit the application and whether Form V39A applies to the case.
