How can a foreigner move to Singapore?
A foreigner normally moves to Singapore through a specific legal route: an employer-backed MOM work pass, an ICA Student's Pass for an approved full-time course, a family pass tied to an eligible sponsor, a founder or top-talent pass, or permanent residence for a published ICA category. There is no general migration visa that lets anyone relocate first and decide the purpose later.
Start with the reason for the move and the authority responsible for it. MOM handles work passes and work-pass-linked family routes. ICA handles Student's Pass, several family residence routes, permanent residence and short-visit entry rules. Eligibility and approval always belong to the relevant authority, not to VisatoSingapore.
Which Singapore migration route fits your plan?
Use the job route when a Singapore employer is hiring you; the study route after an approved institution accepts you; and the family route when an eligible spouse, parent or main pass holder can sponsor the published pass. Founders and exceptional talent should compare EntrePass, the Overseas Networks & Expertise Pass and other MOM categories instead of assuming that forming a company creates residence rights.
Permanent residence is a separate ICA status, not a standard first-arrival visa. A genuine short business or exploratory trip is also separate: it must stay within current ICA and MOM visitor rules and does not grant the right to take employment. How do I move to Singapore for work?
For the main employee routes, first secure a real job offer. The employer or its appointed employment agent normally submits the MOM application for the pass that fits the role, candidate and business: commonly an Employment Pass, S Pass or Work Permit. Do not choose solely from an old salary table; MOM changes qualifying rules, COMPASS, sector conditions, quotas, levies and application guidance.
Do not start work until the correct permission is in place. If MOM approves the application, follow the In-Principle Approval and issuance instructions for entry and pass completion. A Form 14A entry visa for a separate short visit is not a work-pass application and never creates permission to work.
Can founders or independent talent move to Singapore?
Potentially, but registering a company alone does not create immigration status. MOM describes EntrePass for eligible foreign entrepreneurs whose Singapore business is venture-backed or uses innovative technologies. The Overseas Networks & Expertise Pass is a separate personalised route for top talent across published fields. Other professional routes have their own conditions and application responsibilities.
Read the live MOM eligibility page before building a relocation plan around any founder or talent pass. Do not rely on an agent's promise that investment, incorporation or a business plan guarantees a pass. MOM decides each work-pass application, and VisatoSingapore does not file founder or work-pass cases.
How do I move to Singapore to study?
The study route begins with admission to an approved full-time course. ICA states that a foreigner accepted by an educational institution generally needs a Student's Pass unless a published exemption applies. The procedure depends on the institution type, so follow the school's instructions and the matching ICA route rather than treating a tourist visa as a student visa.
A Student's Pass does not automatically create unrestricted work permission. Check MOM's current student-work rules for the institution and circumstances. If a visitor status will expire while another application is pending, resolve that status separately; a pending study application should not be treated as an automatic extension.
How can family members join someone in Singapore?
The answer depends on the sponsor and relationship. Eligible Employment Pass or S Pass holders may have MOM routes for qualifying spouses, children or other published family members through a Dependant's Pass or Long-Term Visit Pass. ICA runs separate Long-Term Visit Pass routes for eligible family relationships connected to Singapore citizens, permanent residents and other published sponsors.
Identify the main pass holder, sponsor and relationship before choosing a form. A family visit visa is not the same as a long-term family pass, and a Dependant's Pass or LTVP should not be assumed to grant automatic work permission. Confirm the current sponsor, relationship and work-right rules with MOM or ICA.
Can I move to Singapore as a permanent resident?
ICA publishes the categories that may apply for permanent residence, including certain spouses or children of citizens or PRs, eligible parents, Employment Pass or S Pass holders, qualifying students and foreign investors through the official investment route. Being able to submit an application is not a promise of approval.
ICA assesses applications using multiple factors and warns that it does not endorse external migration consultancies claiming official partnership. Use ICA's live eligibility and application page, disclose information accurately and treat PR as a separate status decision. A tourist visa, SG Arrival Card or ordinary company registration is not permanent residence.
Can I arrive on a tourist visa and change status later?
Do not plan a move around automatic conversion from visitor status. A Singapore entry visa only lets a visa-required traveller seek entry for the stated short visit; checkpoint admission and the Visit Pass are separate ICA decisions. It does not authorise employment, guarantee a longer stay or turn into a work, study, family or permanent-residence status on request.
Some long-term applications may have their own rules about whether the applicant can be inside or outside Singapore, but a pending application does not erase the current Visit Pass expiry. Follow the official route, do not work without permission and never overstay while waiting for another outcome.
Can I move to Singapore without a job?
Not through the ordinary employer-led work-pass route. A person without a Singapore job may still have a genuine study, eligible family, founder, top-talent or published permanent-residence route, but each requires its own evidence and authority decision. There is no general digital-nomad or relocation visa in the MOM pass list that replaces those conditions.
You can make a genuine short visit for permitted tourism or business activities if you satisfy the entry rules for your passport and the activity stays within current ICA and MOM visitor rules. Keep that visit separate from employment: a short visit is not permission to start work and does not guarantee that a later MOM or ICA application will succeed.
How do I enter Singapore after a work, study or family pass is approved?
Read the route-specific In-Principle Approval or approval letter before buying a separate visitor visa. MOM describes an approved Employment Pass or S Pass IPA as a pre-approved single-entry visa, while ICA says a required entry visa for an approved Student's Pass is automatically included in the IPA. Family, founder and other pass routes have their own arrival instructions, so use the exact letter issued for that case.
An IPA does not guarantee checkpoint entry. Carry the documents named in the letter, follow the current arrival instructions, submit the free SG Arrival Card when it applies, and complete pass formalities within the stated window. Do not start work merely because you have entered Singapore; follow the pass-issuance and work-authorisation instructions for the approved route.
What should I arrange before relocating?
Build the plan around the approval document for the correct route. Confirm who submits the application, which passport will be used, whether family applications are separate, what the IPA or approval letter requires, and when the pass must be issued. Recheck live MOM or ICA instructions before booking a non-refundable move because eligibility, documents and timelines can change.
Keep immigration status separate from practical relocation tasks such as housing, health cover, tax, banking and school planning. Those tasks do not cure a missing pass. For travel, also check whether the approval document covers entry, whether a separate entry visa is needed, and whether the free SG Arrival Card applies before arrival.
