What are the Singapore visa requirements for Syrian citizens?

A Syrian passport holder needs a visa for Singapore, with no visa on arrival, so the application is made ahead of travel, through an authorised channel or with a Singapore-based contact acting as sponsor. Allowing extra lead time is sensible.
